JOB SUMMARY

The Boys & Girls Clubs of Greater Fort Worth is currently seeking candidates for the position of Chief Operating Officer (COO). The COO is responsible for the ultimate operational implementation of the programs and services at the Boys & Girls Clubs of Greater Fort Worth. About the Position

The COO is responsible to the Chief Executive Officer (CEO) for the ultimate operational implementation of the programs and services at the Boys & Girls Clubs of Greater Fort Worth. The COO is also responsible for ensuring the safe and regular operation of the facilities and fleet. The Boys & Girls Clubs of Greater Fort Worth serves youth between the ages of 6-24 years in Fort Worth communities. The goal of the programs is to positively impact the lives of youth through activities and services that measurably and progressively move them individually to attain positive outcomes.

 

Key Roles & Responsibilities

Program

·         Manage the regular and ongoing daily operations of the organization’s programs.

·         Ensure regular daily programming is carried out according to the design and intent set forth in the operational plan

·         Develop and review on a regular basis the program plan for content fit, effectiveness, and relevance

·         Ensure programming schedules are reviewed and aligned with program curriculum and activities routinely

·         Review program standards and personnel requirements needed to carry out programs

·         Review and update the supplies, equipment and curriculum needed to carry out programs

·         Review and update parent communication, procedure, policy and collateral material on a regular basis

·         Ensure the regular and ongoing implementation of parent activities and orientation

·         Ensure the regular and ongoing review and coordination with service partners and other internal programs

·         Respond to emerging and ongoing needs and issues in the programs

·         Provide customer services to parents and the community in the event of complaints and concerns

·         Address and elevate concerns or potential concerns on a regular basis

·         Manage daily operational support and respond to routine questions and needs for support.

 

Personnel

·         Manage the personnel required to carry out the functions of the programs and responsibilities of the position.

·         Support and respond to program managers and staff to meet their daily needs

·         Work with HR to identify and recruit personnel to limit vacancies

·         Work with HR to screen and select personnel to meet program needs with budget expectations

·         Onboard and train staff on an ongoing basis to ensure a prepared and engaged program staff to meet current needs of youth and funding requirements

·         Prepare and support managers in their role as leaders and managers of teams of workers

·         Ensure regular and consistent review of staff performance in order to recognize, correct and address staff performance

·         Ensure consistent and regular implementation of policy and procedure with all personnel

·         Identify and address potential discipline and guidance needs with staff

·         Identify and coach potential staff for advancement and growth opportunities

 

Facilities

·         Manage the safe and routine use of the facilities year round

·         Ensure facilities are ready for programming on time and on a regular basis to support programming and staff in all facilities

·         Ensure repairs and maintenance needs are communicated and followed up on a timely basis with maintenance staff

·         Ensure a daily and as needed assessment of all facilities is conducted to reduce risk and promote cleanliness

·         Oversee janitorial staff to maintain clean facilities

·         Use surveillance and security data to identify and address potential threats and weaknesses

·         Coordinate shared facility spaces to satisfy partnership needs while simultaneously meeting program requirements

·         Be available to address facilities concerns as needed

 

Fleet

·         Manage the safe and routine use of the fleet of buses year round.

·         Ensure the fleet of buses is safe, road ready and clean

·         Ensure repairs and regular maintenance is performed to the fleet on a timely basis

·         Ensure registration, insurance and inspection stickers are up to date and located in the buses at all times

·         Work with HR to ensure personnel are trained and cleared to drive

 

Partnership

·         Develop and maintain strategic partnerships to enhance programs

·         Seek and secure strategically beneficial partnerships to meet organization needs

·         Build and manage partner agreements

·         Routinely review partners for fit, performance and quality

·         Ensure partner requirements are met

 

Safety Program

·         Ensure the implementation of sound safety practices throughout programming.

·         Ensure safety procedures are reviewed regularly, implemented and inspected for compliance

·         Ensure safety assessments and member feedback are reviewed and used to improve practices

·         Ensure the timely reporting and follow up of incidents and accidents

 

Technology

·         Manage the operation of the technology program of the organization.

·         Review and update hardware in order to meet the highest priority needs of the organization

·         Review and update network configurations and equipment in order to meet the highest priority needs of the organization

·         Review and update cloud solutions in order to meet the highest priority needs of the organization

·         Review and update software in order to meet the highest priority needs of the organization

·         Review and manage technology security procedures and policies

·         Ensure an updated and accurate accounting of inventory of equipment

·         Manage and update the organization intranet

·         Oversee the Network Admin

·         Ensure ultimate network administrative rights for the organization

 

Data and Reporting

·         Manage the comprehensive collection and reporting of information for programs

·         Ensure the data integrity of collection and reporting of programs

·         Ensure the regular and routine processes for data collection and reporting

·         Structure the database(s) and reporting to align with programming goals and reporting requirements

·         Complete the regular and as needed reporting to funding agencies and donors on program performance

·         Train and support staff to use data and reporting to support data-based decision making at the site level and program level

·         Be ultimately responsible for the program data, data integrity and security for programs

 

Strategic Leadership

·         Collaboratively design, implement and evaluate the annual implementation of the strategic plan for the position.

·         Conduct regular SWOT and other assessments to understand and identify current needs and opportunities

·         Review program performance and trend data to identify next step development opportunities for programs

·         Review long term strategic goals to identify an annual implementation plan for the areas of best and highest value for the programs and areas of responsibilities

·         Execute annual implementation plan

·         Elevate potential long term strategic growth areas for discussion and development to the CEO

·         Support CEO in developing, implementing and evaluating the broad strategic plan of the organization on an ongoing basis

 

The nonessential functions include:

·         Make presentations externally to promote the organization or program

·         Assist with donor or stakeholder tours for funding

·         Assist with board projects and presentations

·         Complete special projects

·         Participate on internal and external committees

·         Attend community events

·         Network within the community

·         Participate with professional associations of like programs and organizations

·         Provide direct services to members

·         Assist with administrative paperwork as needed to support admin

·         Provide support and assistance to other staff as needed during vacancies or absences

·         Complete all other duties as assigned

Employs outcome based programming approach.

·         Demonstrates commitment to safety practices resulting in a culture and record of child safety that promotes proactive reporting and prevention. Manages driving program, manages ongoing maintenance programs, manages surveillance and security processes, conducts renovation projects, operates safety implementation including incident/accident reporting, and manages related costs with a continual process of improvement.

·         Communicates clearly and knowledgeably in both the written and spoken word. Has sound knowledge of English composition, spelling, business correspondence and writing skills and has ability to maintain effective relationships with youth, staff, peers, Board of Directors, parents, volunteers, and the public. Expresses self clearly and concisely, and adapts messages to the audience, presenting in interesting and engaging ways. Focuses attention on important items and deals effectively with diverse constituencies. Writes effectively and asks smart questions and listens.

Requirements

KNOWLEDGE/SKILLS REQUIRED

Preferred Qualifications

·         Master’s Degree preferred.  Bachelor’s Degree accepted.

·         Minimum of five years of impressive track record with successful operational leadership of large, multi-functional and decentralized teams.

·         Advanced ability to set and meet goals and to supervise program staff directly and indirectly, with an emphasis in performance based management and tactics such as employee coaching and guidance and performance reviews.

·         Work experience with or program knowledge of the Boys & Girls Club Movement (national and/or local Club) is an advantage.

·         Advanced knowledge of program evaluation, data reporting systems, and performance management systems related to youth development programs.

·         Advanced use and understanding of outcome based programming.

·         Past experience managing drivers, managing ongoing maintenance programs, managing surveillance and security processes, conducting renovation projects, operating safety programs including incident/accident reporting, and managing related costs

·         Demonstrated past success in collaborating with fundraising teams to implement programs and projects to meet and surpass donor and funding entity expectations.

·         Experience in successfully meeting government funded contracts with deliverables for performance.

·         Ability to coordinate successfully with the financial and administrative teams to administer grants of all types. Past success in managing expenses and accounting processes to meet budgetary and audit requirements.

·         Ability to work productively with senior teams to coordinate on process and policy changes, training and enforcement.

·         Demonstrated past successful experience managing employee payroll processes, related employee benefit tracking such as absences and hours worked, recruitment/selection of potential employees, discipline, promotion, evaluation and termination.

·         Demonstrated past technical experience in operating service level agreements resulting in clear communication and realistic and reasonable operation of a help desk. Experience supporting users with limited technical training. Ability to design and implement solutions for “best fit” with available technology resources.

·         Proven past success in meeting both fiscal and administrative requirements of grants (both governmental and private).

·         Proven past success performing human resource functions.

·         Knowledge of specific program content areas including: gangs and/or gang activity, at risk youth, urban environments, educational systems, nutrition, physical fitness, sports, prevention programs, and community based programs.

·         Must have knowledge of hardware, networks, software, cloud platforms, telecom and related items especially as related to their use and deployment in an environment similar to a Boys & Girls Club environment.

·         Demonstrated ability to communicate clearly and knowledgeably in both the written and spoken word. Must have sound knowledge of English composition, spelling, business correspondence and writing skills and must have ability to maintain effective relationships with youth, staff, Board of Directors, parents, volunteers, and the public.

·         Demonstrated success managing relationships with varied community stakeholders. Demonstrated success working collaboratively with internal and external teams, and sharing information in an open and transparent fashion, addressing conflicts constructively.

·         Must have a working knowledge of creating budgets and managing expenses. Past demonstrated success managing programs with multiple cost centers and a budget of at least two million in programming dollars is required.

·         Must have experience in meeting and adapting to laws and regulations including internal policies and procedures. Includes considerable past experience training, managing and disciplining employees as needed to enforce policies and procedures. Must have ability to manage employee related situations with the highest degree of work maturity and professionalism possible.

·         Ability to work evenings and nights as needed to provide oversight to programs, attend events and address urgent matters.

·         Candidates must pass agency background and/or drug screen any time

·         Candidate must have satisfactory driving record, reliable transportation, liability insurance and possess a valid Texas Driver’s license for operation of motor vehicle relevant to carrying out job duties.
